On 1st March 1868, the management of Post Office Agencies in China and Japan was transferred to the Hongkong Government, the Imperial Government contributing an annual sum of £1170, towards the salaries of the several paying Agents. These salaries first appear in the Colonial Estimates for 1869, where the sum of $7728 paid on their account is almost the equivalent of £1170 @ 4/2 after deducting the salary ($720) of the clerk at Shanghai and the allowance of $1,200 of Imperial Salary in aid to the Packet Agent at Shanghai first contributed by Hongkong in 1863.
